两大贩毒品集团在市郊林中发生火拼，枪战中打死一个年轻的毒贩，市刑警队姜队长火速赶往现场，公安海上巡逻艇在马湾码头发现一渔船形迹可疑，上船检查后不但发现走私物品，更细查出里面夹带了大量海洛因，毒品罪犯头目苏江礼以合法公司为幌子，暗中猖狂的进行毒品犯罪活动，诱使许多女性吸食上了毒品，并杀死了两个女子。公安局长与绑架、杀人灭口的毒贩斗智斗勇，终于摧毁了笼罩在永平市毒贩自以为天衣无缝的毒网……。The movie is based on the suspense short film nominated for the Golden Méliès to the Best European Fantastic Short Film, winner of more than 30 awards and screened by more than 200 film festivals.
