1840年第一次鸦片战争后，清王朝陷入了内忧外患的境地，西方列强不断进行侵略和恫吓，1856年英法两国又发动了第二次鸦片战争，清王朝更是国力日衰。面对列强的威胁，朝廷中以恭亲王奕訢为首的改革派提出开展洋务运动，走富国强兵之路。1866年，以左宗棠、沈葆桢为代表的改革派和以慈禧太后、倭仁为代表的保守派进行了反复、激烈的斗争，他们顶住了来自各方的压力，克服了种种困难，终于在福州马尾建造了造船厂，开设了船政学堂，造出我国第一艘具有当年先进水平轮船，培养出我国第一代海军。。Young Jim Hawkins, while running the Benbow Inn with his mother, meets Captain Billy Bones, who dies at the inn while it is besieged by buccaneers led by Blind Pew. Jim and his mother fight off the attackers and discover Billy Bones' treasure map for which the buccaneers had come.
